This division is mandated to oversee seven Field Offices that covers 98 barangays for its effective operation managed by Social Workers.   In this division lodged  four operational centers such as:

• Social Development Center (SDC) caters services for street children ages 5 to 17 years old;
• Women Crisis Center (WCC), provides services to women protected under RA 9262 or Women and Children  whose rights were violated;
• Children in Conflict with the Law (CICL), this center caters services to individuals below 18 years old who committed crimes and covered under RA 9344 or the Juvenile Justice Law;
• Office of the Senior Citizens Affairs (OSCA), intervenes and facilitates accessible services to Senior Citizens in the City by implementing the Expanded Senior Citizens’ Act.;
• Persons with Disability Unit (PDAU), created by virtue of an Ordinance as mandated by law with personnel belonging to said category.
